OBD is an acronym for On Board Diagnostics and the port is mostly used by technicians to hook up automotive diagnostic equipment.
A good resource for locating where the OBD port in your vehicle is the
National OBD Clearing House website. 
It provides the ability to lookup most vehicles and shows you what part of the car to start looking for the OBD port.
